That makes labor unions, says the NILRR, “the only 501(c)5 entities capable of sustaining this kind of political expenditure for the past decade.”

The Competitive Enterprise Institute used official budget documents and Freedom of Information Act requests to validate how many federal employees worked under such conditions.

“It is likely that thousands of federal employees spend 100 percent of their time performing union activity instead of the public service they were hired to do,” the CEI report published Tuesday says (emphasis in the original).

Report: Tennessee 5th in nation for economic outlook

That’s according to the American Legislative Exchange Council’s annual “Rich States, Poor States†report, which ranks states’ economic outlook based on 15 state legislative policies, including tax rates, state minimum wage and average workers’ compensation costs.

Tennessee landed a spot in the top five for the first time since 2008. The Volunteer State was surpassed by North Dakota, North Carolina, Indiana and Utah as the most economically competitive states.

On April 17, Wisconsin Gov. Scott Walker (R) signed SB 3 into law, which promotes fair and open competition on contracts for construction services funded by Wisconsin taxpayers.

The “Project Labor Agreement Neutrality Bill†now known as Act 10 prohibits the government from mandating controversial project labor agreements (PLAs) on state, state-assisted and local construction projects but allows contractors to voluntarily execute PLAs with unions outside of the government’s competitive procurement process.
