ILA’s Iara I. Clemente-Rivera Sentenced Following Guilty Plea

On November 16, 2023, in the United States District Court for the District of Puerto Rico, Iara I. Clemente-Rivera, a member of International Longshoremenโs Association (ILA) Local 1740 (located in San Juan, P.R.), was sentenced to three yearsโ probation and ordered to pay $150,000 in restitution. On August 16, 2023, Clemente-Rivera pleaded guilty to one count of labor racketeering conspiracy (RICO Act), in violation of 18 U.S.C. 1962(d). In her plea agreement, Clemente-Rivera admitted that she participated in a scheme to collect unlawful payments from shipping companies (employers), and that she concealed those unlawful payments in part through a company called โJCPY,โ which provided no services. The sentencing follows an investigation by the OLMS New York District Office, the Department of Laborโs Employee Benefits Security Administration, the Department of Laborโs Office of Inspector General, the Federal Bureau of Investigation, and the U.S. Attorneyโs Office for the District of Puerto Rico.
