US Department of Labor Investigation Update

ILA Local 1740 has been undergoing a serious crackdown, and its president, Carlos C. Sanchez-Ortiz, isn’t immune. After pleading guilty to labor racketeering conspiracy and admitting to involvement in organized corruption, he has been sentenced to three years of probation and must also pay $10,000 in restitution.

On December 5, 2023, in the United States District Court for the District of Puerto Rico, Carlos C. Sanchez-Ortiz, former President of International Longshoremenโ€™s Association (ILA) Local 1740 (located in San Juan, P.R.), and former Vice President of the ILA International, was sentenced to three years of probation. He was also ordered to pay $10,000 in restitution. On September 25, 2023, Sanchez-Ortiz pleaded guilty to one count of labor racketeering conspiracy (RICO Act), in violation of 18 U.S.C. 1962(d). In his plea agreement, Sanchez-Ortiz admitted that he participated in a scheme to collect unlawful payments from shipping companies (employers) at the piers, and that those unlawful payments were concealed in part through a company called โ€œJCPY.โ€ The sentencing follows an investigation by the OLMS New York District Office, the Department of Laborโ€™s Employee Benefits Security Administration, the Department of Laborโ€™s Office of Inspector General, the Federal Bureau of Investigation, and the U.S. Attorneyโ€™s Office for the District of Puerto Rico.
