Two IBEW Union Bosses Charged with Multiple Criminal Offenses

On March 3rd, 2021, two members of the International Brotherhood of Electrical Workers (IBEW) Local 98 in Philadelphia, Pennsylvania were charged with several crimes. The first among them was John Dougherty, the Business Manager for the union. The other was Gregory Fiocca, one of the members. Both have been charged with 18 counts of extortion, as well as a count of conspiracy to commit extortion and aiding and abetting.

From the Department of Labor:

[Gregory Fiocca and] John Dougherty […] was charged in an indictment with one count of conspiracy to commit extortion (18 U.S.C. 1951(a)), 18 counts of extortion (18 U.S.C. 1951(a), (b)(2)), and aiding and abetting (18 U.S.C. 2). The charges follow an investigation by the OLMS Philadelphia-Pittsburgh Office, the Employee Benefits Security Administration, the Department of Labor’s Office of Inspector General, and the Federal Bureau of Investigation.
