Foundation.  why would the wisconsin union law create an outflow of teachers
retiring?

The reality is folks want to get out under the old rules as
opposed to the new rules. things had to change in Wisconsin. governor
walker made the case that they had to reform that system of government
bargaining. they did that. they have withstood onslaught of tremendous
proportions. $25 million in election money came into the six recall elections
and a tax on his governor but they are attracted out now because of the new
structure that will be in place.
